Joel is survived by his mother, Celia Martinez; brother, Santiago Garcia (Lisa); father, Joel Garcia, Sr.; niece, Katherine Garcia; and several aunts, uncles, and cousins. The family will be scheduling a Memorial Service at a later time. Funeral services are under the direction and care of Rudy Garza Funeral Home of Harlingen Texas.
